A total of 13 people were killed in the attack, including eight Uzbek citizens and one Tajik citizen, according to Tatarstan authorities.
Minnikhanov sent telegrams of condolence to the presidents following the deaths, his press service told journalists, according to TASS.
The Tatarstan leader said the families of those killed and injured would receive all necessary assistance.
“We share the pain of this irreparable loss. In these difficult times, we stand with the families of the victims of this horrific act of terror. I wish them courage, strength and patience, and all those injured a speedy recovery,” Minnikhanov said in the telegrams.
Minnikhanov’s press service reported on Monday morning that Tatarstan had come under a drone attack targeting both industrial and civilian facilities.
Thirteen people, including one child, were killed, while more than 70 people sought medical assistance and 21 were hospitalized.
A criminal case has been opened on charges related to an alleged terrorist attack. August 10 was declared a day of mourning across Tatarstan.
The attack in Nizhnekamsk also killed eight Uzbek citizens, according to Uzbekistan’s Ministry of Emergency Situations. Several other Uzbek nationals were injured and hospitalized.
Uzbekistan has established a government commission, headed by Deputy Prime Minister Achilbay Ramatov, to assist affected citizens and their families and arrange the return of those killed to Uzbekistan.
