According to the presidential press service, 49 districts and 3,429 mahallas where work has been properly organised are becoming areas free of unemployment and poverty. At the same time, results remain insufficient in the remaining 159 districts and cities, as well as 5,536 mahallas, the press service said.
The president stressed that all regions had been given equal powers, resources and opportunities and said they needed to be used effectively.
The meeting reviewed the main reasons for the lack of progress at the local level.
It was noted that officials responsible for the seven-member mahalla team are not providing clear guidance to staff at the regional, district, city and mahalla levels on how to implement the decisions that have been adopted. Reportedly, some officials also lack a clear understanding of how to make effective use of the conditions and resources available to them or objectively assess the team’s performance.
The meeting also criticised officials responsible for poverty and unemployment in districts and mahallas for being reluctant to take responsibility and make decisions.
The president noted that China, which has 50 years of experience in reducing poverty, also regularly provides clear guidance to lower levels of the system in response to changing circumstances.
