The program will be introduced in stages across government bodies and organizations, legal entities in which the state owns at least 50% of the charter capital, and companies in which such entities hold at least a 50% stake. It will also apply to other enterprises, organizations and institutions regardless of their form of ownership.

By December 1, 2026, the Agency for Management Efficiency will launch a “Safe and respectful working environment” information portal within its information systems for government bodies and organizations.

The portal will allow complaints about harassment and violence to be submitted online using information and communication technologies.

In government bodies and organizations, complaints concerning harassment or violence allegedly committed by employees responsible for administering the portal, their direct supervisors or other officials will be automatically forwarded to the relevant higher-level authority.

The portal will also be used to investigate complaints, collect evidence, prepare findings, exchange information and conduct communications related to reported cases.

Information on investigations, their results, measures taken and any subsequent changes to those measures will be stored on the portal. The system will prevent such records from being deleted.

If a complaint contains signs of an administrative offense or crime, it will be referred to the competent authority through the unified 112 emergency dispatch service in accordance with the procedure established by law.

The Agency for Management Efficiency will also be authorized to monitor compliance with the program's rules through the portal. Based on violations identified through this monitoring, the agency will be able to issue binding submissions requiring the relevant bodies and organizations to take corrective measures.
