The mechanism is set to be developed under Presidential Decree No. PF-202 on measures to further develop the fuel and energy sector. The decree also sets out measures to improve the stability of electricity and gas supplies and reduce emergency outages.
A draft document establishing the compensation mechanism is to be prepared by December 2026 and submitted to the Cabinet of Ministers after coordination with the relevant ministries and agencies. The Ministry of Economy and Finance, Ministry of Energy, and Committee for Development of Competition and Protection of Consumer Rights have been designated as responsible bodies.
The government also plans to accelerate the electrification of areas where access to natural gas is difficult. International financial institutions are expected to be consulted in November 2026 on bringing in experienced consultants, with technical assistance expected to facilitate their engagement in December.
By February 2027, a concept for electrifying areas with limited access to natural gas is to be developed with the consultants.
The concept is expected to provide for preferential electricity tariffs for consumers who are to be electrified, as well as for households that do not have access to natural gas and currently use electricity for heating.
It will also include support mechanisms for purchasing energy-efficient household appliances to replace equipment as part of the electrification process.
A relevant draft document is scheduled to be prepared by April 2027 and submitted to the Cabinet of Ministers. The Ministry of Energy, Ministry of Economy and Finance, and National Energy Efficiency Agency have been designated as responsible for implementing these measures.
The government’s plans follow a July 27 meeting chaired by President Shavkat Mirziyoyev, where officials reported that 1,916 neighborhoods were experiencing difficulties with natural gas supply. Officials were instructed to determine the infrastructure and additional electricity capacity needed to switch heating systems in those areas to electricity.
Earlier, the authorities had also identified power outages as one of the main issues raised in public appeals concerning the fuel and energy sector. In the first half of 2026, 38.3% of 39,220 appeals in the sector were related to electricity supply.
