The changes were introduced by a Cabinet of Ministers resolution dated October 13, the Competition Committee said.
Under the resolution, signs displaying a business’s name and type of activity at the entrance to its building or premises are not classified as outdoor advertising. The exemption also covers company names, trademarks and service marks, meaning businesses no longer need to obtain an advertising placement permit for such signs.
Design codes to require public consultation
Decisions on design codes must undergo public consultation, including through the regulation.gov.uz portal, before they can be adopted. The rules will take effect three months after publication.
The introduction of a design code must also preserve the right to use registered trademarks.
Tashkent’s proposed design code will be discussed with business representatives and the media until December 10.
Clearer rules for dismantling outdoor advertising
The resolution sets out procedures for the compulsory dismantling of outdoor advertising structures. Authorities must publish the date and time of dismantling on their websites at least two days in advance and notify the owner in writing.
Dismantling may take place only on working days between 9 a.m. and 6 p.m. An inspection report must be drawn up in the owner’s presence, recording the date, time and reason for dismantling, along with photographs and the address where the structure will be stored.
Decisions and notices concerning a business must also be sent in writing to its registered legal address.
Time limits for temporary advertising
The resolution establishes specific time limits for temporary advertising. Advertisements at construction sites may remain in place until construction is completed, while advertising for holidays and events may be displayed for up to 30 days.
Public oversight of outdoor advertising placement will also be introduced through the Xalq Nazorati electronic portal.
