Uzbekistan to introduce new system simplifying business registration
Uzbekistan will launch a new fast-track system that allows entrepreneurs to complete business registration in just 15 minutes starting from 1 January 2026. The reform is outlined in a presidential decree titled “On further measures to simplify business operations, licensing and permitting procedures.”

The initiative aims to significantly reduce administrative barriers and shorten the time entrepreneurs spend interacting with state authorities – saving them up to 15 days compared with current procedures.
Integrated registration system to offer multiple services simultaneously
Under the new system, entrepreneurs will be able to complete several key processes at once, including:
- obtaining an electronic digital signature (EDS);
- submitting applications to open and activate bank accounts;
- applying for licenses, permits or notifications for certain business activities;
- registering real estate rental contracts;
- automatically receiving a VAT payer certificate (issued without assessing the taxpayer’s risk level);
- purchasing and registering online cash registers;
- appointing a legal entity’s director and registering them in the “Unified National Labor System.”
The government describes this as a comprehensive, one-stop registration solution designed to streamline the launch of new enterprises.
“Start a business in 15 minutes” principle
The decree emphasizes the principle of “Start a business in 15 minutes,” under which entrepreneurs will be able to use each service voluntarily and based on their individual needs.
President Shavkat Mirziyoyev first announced the initiative during a meeting with entrepreneurs on 20 August. Officials say the new system will reduce the time required for business registration from the current one week to just a quarter of an hour.
