Presidential Administration sees new appointments and returns

Muzaffar Komilov returns to the administration; Javlon Vakhabov appointed deputy to Abdulaziz Kamilov, and Rustam Kamilov becomes deputy to Ruslanbek Davletov. Pulat Bobojonov, Abdusalom Azizov, Galina Saidova, Obid Hakimov, and Bahodir Toshmatov retain their posts.

According to a presidential decree, several new appointments have been made within the administration of the President of Uzbekistan.

Pulat Bobojonov becomes deputy adviser on personnel policy

Pulat Bobojonov has been appointed deputy adviser to the President of Uzbekistan on personnel (or human resources) matters.

The former Minister of Internal Affairs, Bobojonov was appointed in March 2025 as first deputy to Gofurjon Mirzayev, the presidential adviser on personnel policy. Under the new changes, Bobojonov is no longer first deputy but will continue as a regular deputy adviser.

Galina Saidova reappointed as deputy adviser on economic policy

Galina Saidova was reappointed as deputy adviser to the president on economic policy.

In effect, her role remains unchanged. She has been serving as deputy to Ravshan Gulomov, who now holds the position of presidential adviser on economic policy, having previously advised on economic development, investment, and foreign trade.

Obid Hakimov continues as deputy adviser and head of research center

Obid Hakimov was appointed deputy adviser to the president on economic policy and director of the Center for Economic Research and Reforms.

His appointment is largely formal, as he had already been serving in this capacity – both as deputy adviser on economic development, investment, and foreign trade, and as director of the Center for Economic Research and Reforms under the presidential administration.

Abdusalom Azizov remains deputy adviser on civil society, religion, and youth

Abdusalom Azizov continues in his role as deputy adviser to the president on representative bodies, non-governmental non-profit organizations (NGOs), religious affairs, and youth issues.

Previously the head of the State Security Service, Azizov was appointed in October 2024 as deputy adviser on socio-political, religious, and educational affairs, as well as youth policy.

Muzaffar Komilov returns as deputy adviser on civil society, religion, and youth

Muzaffar Komilov has returned to the presidential administration. He formerly served as presidential adviser on religious and interethnic relations before being appointed rector of the International Islamic Academy of Uzbekistan in December 2024.

Now, Komilov has been appointed deputy adviser to the president on representative bodies, NGOs, religious affairs, and youth policy.

Rustam Kamilov appointed as another deputy to Ruslanbek Davletov

Rustam Kamilov has also been appointed deputy adviser to the president on representative bodies, NGOs, religious affairs, and youth issues.

Since October 2022, Kamilov had been serving as head of the division for information and communication technologies and public projects within the presidential administration.

Javlon Vakhabov becomes deputy adviser on foreign policy

Javlon Vakhabov was appointed deputy adviser to the president on foreign policy and director of the International Institute for Central Asia.

From 2017 to 2023, Vakhabov served as Uzbekistan’s ambassador to the United States, Canada, and Brazil. In December 2023, he was appointed director of the International Institute for Central Asia. He will now combine that role with serving as deputy to presidential foreign policy adviser Abdulaziz Kamilov.

Bahodir Toshmatov continues as deputy secretary of the Security Council

Bahodir Toshmatov has been reappointed as deputy secretary of the Security Council under the President of Uzbekistan.

In practice, Toshmatov remains in his post. A former chairman of the Presidential State Security Service, he has been serving since October 2020 as deputy secretary of the Security Council responsible for the development of the Armed Forces.
