Uzbekistan has offered small and medium-sized businesses an economic amnesty, allowing them to clear overdue tax bills without penalty, under a presidential decree signed on Aug. 27.
The "Second Chance" amnesty, effective from Aug. 28, runs through Dec. 31, 2026. Under the scheme, penalties accrued on tax debts that arose before the amnesty was announced will be waived if the principal amount is fully paid off by the deadline. Related enforcement proceedings will also be halted.
To be eligible, entrepreneurs must have no outstanding tax liabilities – excluding penalties – as of Jan. 1, 2027.
The decree also lets businesses voluntarily correct previously filed tax returns. If they pay the additional tax due in full by the end of 2026, no penalty will be charged on that sum. Entrepreneurs who self-correct their errors will not have their scores lowered in the government's business sustainability rating.
Separately, certain unpaid administrative fines imposed for late submission of tax reports that accumulated before Jan. 1, 2026, will be cancelled.
