How to register a marriage in Uzbekistan and how much it costs?

You can apply to register a marriage through my.gov.uz or directly at a civil registry office. When applying online, one of the applicants submits the application first, and the other confirms it using a special code. This guide explains the steps involved, how long you have to wait for the marriage to be registered, and how much the mandatory fees cost.
How to apply to register a marriage?
Both applicants must submit the application, either through my.gov.uz or in person at a civil registry office (ZAGS).
Through my.gov.uz. Find the «Marriage registration» service on the portal and click «Apply». The portal states that filling out the application takes about six minutes.
The application is completed by both applicants, but not at the same time. First, one of them creates the application — we will refer to this person as the applicant. The applicant then gives the other person a special code, which they use to complete their part of the application. Here is how both steps work.
What the applicant does?
Selects the service type “New application.”
Checks their PINFL. It is filled in automatically based on the account used to log in. The system then retrieves the rest of the applicant’s information, including passport details, date of birth, nationality and place of birth.
Accepts the terms of the public offer and submits the application.
Receives an invoice — a code generated by the system in response to the submitted application.
The applicant then gives this code to the second person. It is important not to delay: the invoice is valid for only three days, after which the application is automatically deleted. If the second person does not enter the code within that time, the application must be submitted again.

What the second applicant does?
They open the same «Marriage registration» service, but this time select “Confirm application.”
On the next step, they enter the invoice code they received, and the application opens on their side. They then check their personal details: their surname, first name and passport information are filled in automatically, while they need to enter their marital status, nationality, place of employment and education manually.
The second applicant then selects the region, district and specific civil registry office (ZAGS) where the couple wants to register their marriage.
At the final step, the portal displays all the information in a single list and asks the applicants to choose the language in which they want to receive the result. They then simply click “Submit.”
In person at a civil registry office. If you prefer not to use the portal, you can submit the application directly at a ZAGS office. The future spouses will also receive referrals for a medical examination there.
Medical examination
A medical examination is a mandatory part of the process: the marriage cannot be registered until both applicants have completed it. Everyone under the age of 50 must undergo the examination, which is provided free of charge. The purpose is to help couples identify health conditions that could affect the health of their future children and make an informed decision.
The civil registry office (ZAGS) issues the referral for the examination after reviewing the application. The referral is provided in paper form.
The examination is completed in two stages:
First, a general medical check-up at a multidisciplinary clinic in your area of residence. You will see a cardiologist, endocrinologist, rheumatologist and urologist. The examination includes an ultrasound, ECG and fluorography, as well as blood tests, including an HIV test.
Then, examinations at district dispensaries, where you are screened in four areas: psychiatry, addiction medicine, dermatology and venereology, and tuberculosis. Couples can also undergo additional genetic testing if they wish, but these tests are paid for separately.
After completing the examinations, you receive a certificate bearing the medical institution's stamp. All examinations must be completed within two weeks of your initial visit. The certificate is valid for three months. If you do not submit the documents to the civil registry office within that period, you will have to undergo the examination again.
There is one more detail that is easy to overlook: each applicant must inform the other about their examination results before the marriage is registered. The marriage will only be registered once the civil registry office has confirmed that both partners have completed the examination and are aware of each other's results.
Preparing for family life
In addition to medical examinations, Uzbekistan is developing a system for preparing couples for family life. Family counseling centers operate under district and city family and women's centers, where people planning to marry can take special courses called “Preparing for a Happy Family Life Without Domestic Violence.”
The courses cover the rights and responsibilities of spouses, family psychology, the basics of household budgeting, reproductive health, and ways to resolve conflicts without violence. The classes are taught by psychologists, lawyers and medical professionals, and are free of charge.
Those who complete the course receive a certificate, and information about it is added to the civil registry system. The program does not yet cover everyone: the government is expanding it gradually and plans for all couples preparing for marriage to complete such training by 2030.

How long does it take to register a marriage?
Usually, it takes one month from submitting the application to the actual marriage registration. However, this period can be shortened if there is a valid reason supported by documents, such as pregnancy, the birth of a child, or a business trip.
In certain circumstances, the marriage can even be registered on the same day the application is submitted. These include, among others, pregnancy, the birth of a child, or an illness affecting one of the future spouses. The decision is made by the civil registry office (ZAGS), which considers the circumstances and the supporting documents provided.
How civil and off-site marriage registration works?
Once the application has been submitted and all mandatory procedures are completed, the couple can choose the format of the registration. A standard registration takes place without a ceremony, while a formal ceremony is optional.
When arranging the date and time, the registry office will ask whether you want the marriage to be registered in a formal setting. If you do, relatives and friends can attend the ceremony. There is also an off-site option, where a registry office employee registers the marriage at a location chosen by the couple rather than at the registry office. This option is also available only if the couple requests it.
How much does it cost to register a marriage?
A state fee of 20% of the BHM is charged for marriage registration. An additional 15% of the BHM is charged for the marriage certificate. In total, the mandatory payments amount to 35% of the BHM.

With the current BHM set at UZS 412,000, the mandatory payments for marriage registration and issuance of the certificate amount to 35% of the BHM, or UZS 144,200.
There is no single fixed fee for formal and off-site marriage registration. The cost depends on where and how the ceremony is held and on the terms set by the specific registry office. It is therefore best to check the exact amount with the registry office you choose when arranging the ceremony.
Marriage to a foreign citizen
If one of the future spouses is a foreign citizen, this must be indicated when filling out the application on my.gov.uz. The form has a separate «Foreign citizen» option, after which you need to select the country of citizenship.
The foreign citizen will need to provide several additional documents, including a passport with a translation into Uzbek and a certificate confirming that they are not currently married in their home country. This certificate usually needs to be legalized or apostilled and then translated into the state language. The foreign citizen's visa must also be valid on the date of marriage registration.
Can you change your surname when registering a marriage?
When registering a marriage, the spouses can decide whether to change their surnames or keep their current ones. The law allows several options: taking a shared surname, keeping their premarital surnames, or adding one spouse's surname to the other's. The choice is made when submitting the application so that the selected option is included in the documents.
If you change your surname, you will need to replace any documents that contain your previous personal details after the marriage.
