Standardized school uniform approved

For the purpose of improving the norms of etiquette and establishing better discipline at schools, and for creating appropriate conditions for the protection of students’ health, and for upbringing spiritually and physically healthy generation, the Cabinet of Ministers of the Republic of Uzbekistan has issued a Decree,#666 on August 15, 2018, “On the measures of provision of standard school uniforms for students of general secondary education institutions”, reported by Deputy Prime Minister Aziz Abduhakimov on his Facebook page.

The Decree approved standard form of modern school uniforms for students of general secondary education institutions and ratified the Regulation on the procedure of introduction of standard school attire.

Attending schools with standard uniform is voluntary for the 2018/2019 academic year and mandatory for 2019/2020.
The "Uztextileindustry" Association is working on to form the list of organizations manufacturing school uniform, taking into account their technological capacities and location (in the Republic of Karakalpakstan, regions and Tashkent city).

The Council of Ministers of the Republic of Karakalpakstan, administrative centers of regions and Tashkent city jointly with the “Uztextileindustry” Association will create school-uniform-markets in city centers to satisfy the needs of people living in the vicinity and cut the necessity of walking long miles. Their locations will be announced through mass media.

The Ministry of Health of the Republic of Uzbekistan, “Uzstandart” Agency, “Uztextileindustry” Association and the Ministry of Public Education of the Republic of Uzbekistan will supervise the manufacturing of school uniforms, check the quality of textile products and ensure they comply with the established standards and sanitary norms.

The Ministry of Public Education will be responsible for supervising the implementation of standard school uniforms on a voluntary basis in the 2018/2019 academic year and on a mandatory basis in 2019/2020. Furthermore, the Ministry authorities will organize private and public talks with parents or guardians of students and explain to them the advantages of standard uniform policy at schools.

One of the principal points of the Decree is that people will receive short-term (not less than six months) consumer loans from commercial banks at a rate not exceeding the refinancing rate of the Central Bank of the Republic of Uzbekistan for purchasing school uniforms.

The National Information Agency of Uzbekistan and the National Television and Radio Company of Uzbekistan will contribute to the execution of the Decree by organizing regular broadcasting of decent TV and Radio programs in the mass media. Their responsibility is to demonstrate and highlight the benefits of school-uniform-implementation in the promotion of social equality among students and its role in creating appropriate conditions for quality education.
