Legal control service of the Ministry of Public Education has identified that 272,15 million sums were collected from school teachers of Jizzakh region to strengthen the material-technical base of the local football club. Now measures to give back the fund to real owners are being taken.
On November 2, 2018, khokim of Jizzakh region adopted the resolution 360-f “On strengthening the material-technical base of “Sugdiyona” Professional Football Club”. In accordance with this decree, on November 3-4, public “khashar” (voluntary labor) was set up. In addition, in the framework of public “khashar”, it was noted in the resolution that employees of departments, offices and other organizations had to voluntarily transfer their one-day salary to the account of “Sugdiyona” FC.
In the course of public “khashar”, employees of public education in 10 districts of Jizzakh region have made a contribution of one-day salary in the amount of 272,156,729 sums.
It should be noted that the khokim’s decision flatly contradicts the resolution of the Cabinet of Ministers of the Republic of Uzbekistan “On additional measures to eliminate compulsory labor in the Republic of Uzbekistan” dated May 10, 2016.
According to Section 2 Paragraph A of the governmental decree, holding of public “khashar” can only be processed if there is relevant document of the President of Uzbekistan or the resolution of the Cabinet of Ministers.
Following the intervention of the Ministry of Public Education, the resolution of Jizzakh region’s khokim was annulled by the order 369-f dated November 10, 2018.
At present, measures to retransfer illegally obtained amount from the account of “Sugdiyona” FC are being taken.
