Shavkat Mirziyoyev signed a decree on the complete reform of the health care system

The President of Uzbekistan has signed a decree on the fundamental improvement of the healthcare system, Kun.uz correspondent reports.

The document introduces a number of fundamental innovations in the domestic health care system.

From July 1, 2019, individual health care facilities will be transferred to investors in trust.

The head of state ordered to prepare investment projects for the transfer of individual treatment-and-prophylactic institutions to investors in trust management by April 1, 2019 and ensure that they are posted on the Investment Portal of the State Investment Committee of the Republic of Uzbekistan.

From January 1, 2021, the introduction of compulsory medical insurance will begin in Uzbekistan. The President instructed by July 1, 2019 to develop and submit to the Cabinet of Ministers a draft law “On Compulsory Medical Insurance”.

This document should prescribe the legal framework, mechanisms and stages of the introduction of compulsory health insurance, determine the subjects of compulsory health insurance and the authorized body for regulating legal relations in this area, their rights and obligations, as well as the sources of funding for compulsory health insurance programs.

In Uzbekistan, an Agency for Medical and Social Services will be established under the Ministry of Health.

It will organize and coordinate the activities of institutions in the field of medical and social services for the elderly, persons with disabilities and other socially vulnerable categories of the population. Also among the objectives of the new structure - providing those in need with prosthetic and orthopedic products and technical means of rehabilitation.

The boarding schools “Muruvvat” and “Sakhovat”, the National Center for the Rehabilitation and Prosthetics of Persons with Disabilities, regional rehabilitation centers for persons with disabilities, sanatoriums and boarding houses for war and labor veterans, republican specialized professional colleges for people with Disabilities, the Republican Inspectorate for Medical and Social Expertise and its territorial divisions, the Republican Rehabilitation Center to assist victims of human trafficking.

The President instructed by mid-February to prepare a draft resolution on the further development of the system of medical education and medical science.

The document should provide:

- reforming the system of secondary and higher medical education, revising curricula, programs and teaching materials aimed at further optimizing theoretical studies and increasing the practical component, as well as bringing them into line with the global achievements of medical science and practice;

- strengthening the role of clinics of medical higher educational institutions in the integration of advanced scientific developments and technologies in practical health care;

- improving the training of medical personnel in narrow specialties, optimizing the duration of studies in a magistracy and clinical residency based on the complexity of mastering clinical skills;

- revision of the system of postgraduate education, advanced training and retraining of health professionals, the introduction of problem-oriented modular curricula, the widespread use of distance learning mechanisms;

- wide involvement in the management and training processes of highly qualified and qualified foreign specialists, foreign scientists and teachers.

From April 1, 2019, in a number of regions of the country, as an experiment, a system of financing medical organizations for the “treated case” by clinical cost groups and per capita financing is being introduced.

These financial mechanisms will be gradually introduced from April 1, 2020 throughout the country.

In addition, from July 1, 2019, the introduction of a mixed funding mechanism in inpatient facilities of the regional and district (city) levels of health care is envisaged, in which treatment, which is not included in the guaranteed free medical care, is carried out on a fee basis.
