Mirziyoyev said government agencies should set an example in their use of the state language, stressing that official documents and responses to public inquiries must be clear, precise and easy to understand.
“Laws, decisions, instructions and responses to inquiries must be written in fluent, precise and understandable language. Citizens should not face unnecessary difficulties in understanding their rights and obligations,” the president said in his message. He added that respect for the state language should also be reflected in the quality of public services.
On education, Mirziyoyev stressed the need to strengthen students’ reading comprehension, speaking and writing skills. He said teaching methods and textbooks should account for the different needs of children learning Uzbek as their mother tongue and those studying it as the state language.
The president also called for wider access to scientific literature in Uzbek and more opportunities to present research findings in the language. Reliable reference materials, high-quality translations and digital resources are particularly needed in medicine, engineering, economics and other fields, he said.
Mirziyoyev highlighted the need to expand the use of Uzbek in the digital environment, including through the development of electronic dictionaries, translation and editing tools, and collections of high-quality written and spoken language.
He also called for further development of speech-to-text and text-to-speech technologies, stressing that the creation of digital language resources must respect copyright and protect personal data.
“The quality of artificial intelligence tools in the state language should be assessed by how accurately and usefully they assist people,” Mirziyoyev said.
The president also addressed spelling and writing standards, saying that convenience for users should be the main consideration. Any solutions, he said, should be grounded in scientific research, public consultation and practical preparation.
He stressed the importance of ensuring consistency across education, publishing and digital systems while taking into account the needs of different generations.
Mirziyoyev also called for greater interest in learning and researching Uzbek abroad. He pointed to cooperation initiatives such as the Uzbek Studies Programme at the University of Oxford as potential platforms for international exchange in language studies and translation.
