A number of universities in Uzbekistan to be transferred to a self-financing system
As reported earlier, on the portal of discussions of normative-legal acts, the draft presidential decree “On measures for radical improvement of the system of higher and secondary special education” has been placed.
Effective from 2019/2020 academic year, proposals of the Ministry of Higher and Secondary Special Education, the Ministry of Economy, the Ministry of Finance, the Council of Ministers of the Republic of Karakalpakstan, Tashkent city and provinces on gradually transferring universities with high financial stability to a self-financing system may be approved as a pilot project taking into consideration the market of education services and high demand for specialties.
Universities, which are transitioning to self-financing, are given right to independently oversee:
- involvement of highly qualified specialists in the educational process, identification of supplements and other forms of financial incentives for employees in order to improve the quality of education services;
- applying measures to support and encourage talented students as well as students from socially vulnerable groups;
- expenditures on the fulfillment of assigned tasks and obligations, strengthening of material-technical base, introduction of innovative forms and methods of teaching, as well as retraining and professional development of the staff;
- provision of special types of services for the infrastructure of higher education institutions, including operation of buildings and structures, student dwellings, sports facilities, their cleaning, repairing, storage of computers and telecommunication networks and provision of legal services to private management (by outsourcing method);
- determining the annual admission criteria for admitting students based on the scientific-pedagogical potential of the university and possibilities of its material-technical basis with the approval of relevant ministries and departments;
- determining the cost of education on a contract basis with the approval of the relevant ministries and departments in the amount of full funding for the university.
