A number of new rules will be established from March 1 and some will be canceled in Uzbekistan  

President of the Republic of Uzbekistan has signed the resolution on additional measures to improve the rating of the Republic of Uzbekistan in the annual report “Doing Business” of the World Bank and International Finance Corporation. The text of the document is provided by UzA. 
 
In accordance with the resolution, the followings have been established: 
 
a) Roadmap for further improvement of the rating of the Republic of Uzbekistan in the annual report “Doing Business” of the World Bank and International Finance Corporation, developed jointly with the WB and other international financial institutions; 
 
b) Targeted program of the Republic of Uzbekistan “Improvement of doing business – 2022”, which envisages achieving the 20th place by 2022 in the annual report “Doing Business” of the WB and IFC, has been approved. 
 
Starting from March 1, 2019, the following orders will be established: 
 
a) in the field of state registration of entrepreneurship entities – based on the requirements of the Financial Action Task Force (FATF), which combats the legalization of criminal proceeds derived from banks, in the presence of the conditions necessary for remote identification of applicants, founders, in the process of state registration, may open banking accounts remotely for legal entities and individual entrepreneurs – residents of the Republic of Uzbekistan;  
 
b) in the area of obtaining building permits: 
 
when the complete list of banned or permitted objects on the land plot as a compulsory indication are placed on the e-commerce site “E-IJRO AUKSION”, the order of targeted use of land plots has been terminated; 
 
functions of the coordination of design and estimate documentation of the architectural and town-planning councils at the construction bodies shall be carried out at these boards only in the preservation of historical sites, including the functions of protecting monuments of cultural heritage, as well as the design estimates of state objects; 
 
The cost of renewal of topographical and special surveys (if necessary) of the renovation works carried out upon commissioning an object of construction on land plots auctioned through the site “E-IJRO AUKSION” is paid without obstruction. In addition, the activity of landlords and real estate owners, within the limits of proceeds from the sale of land plots, is not interrupted; 
 
the act of acceptance on exploitation of the finished buildings and constructions is given simultaneously with the copy of the certificate on the state registration of the right to the object of real estate; 
 
c) in the field of connection to the power supply system – economic sanctions are imposed for unauthorized disconnection of consumers; 
 
d) in the field of registration of property: 
 
an application for state registration of rights to real property and maintaining cadaster records may be submitted on the basis of the principle of extraterritoriality; 
 
when individuals and legal entities apply for notarial certification of real estate objects and real estate certificates, the notary offices shall be obliged to submit to the body conducting the state registration of the application on state registration of rights to immovable property and relevant documents via communications systems free of charge; 
 
a cadaster of real property objects, a request for paperwork and cadastral aggregation are canceled through the introduction of electronic application and preparation of the cadastral documentation; 
 
e) in the field of protecting minority shareholders: 
 
shareholders are entitled to engage in a judicial procedure the interested member of the Supervisory Board for the damage caused to the organization, when they make large deals and enter into contract with the affiliated persons in accordance with the result of a transaction at the value of 10% or more of the net assets of the company;

when there is insufficient vote to make a decision due to the lack of agreement on any issue of limited liability company, the disputed situation is resolved through a judicial procedure; 
 
a mechanism for payment of dividends on shares by the Central Securities Depository or through its investment intermediaries will be introduced; 
 
f) in the sphere of international trade – the certificate of origin of goods is carried out by the Chamber of Commerce and Industry together with the Ministry of Foreign Economic Relations, Investments and Trade of the Republic of Uzbekistan on the basis of the application-declaration of the participant of foreign economic activity within no more than one working day from the date of application; 
 
g) in the field of executing contracts: 
 
the procedure of pre-trial hearing shall be introduced in the economic court as a means of resolving disputes; 
 
a single electronic system of registration and payment of the state duty, including all payments made by citizens in criminal and civil cases, administrative and economic courts.  
 
Starting March 1, 2019, the followings will come into effect: 
 
requirement of sealing documents by business entities; 
 
obtaining permits for their implementation by introducing a mechanism for notification of start-up and construction works; 
 
with the introduction of public offerings, the requirements in the sphere of town-planning activities by the territorial inspections of the construction sector, making contracts for the performance of control functions on the quality and completeness of construction-assembly works according to the approved design estimates are canceled.
