Uzbekistan to approve National Program on ensuring food security
On the portal of discussions of draft normative-legal acts, a draft resolution of the Cabinet of Ministers "On approval of the national program on ensuring food security in the country for 2019-2024" has been placed.
The followings are the main directions of food security:
improving the regulatory framework for food safety;
rational use of agricultural lands and water resources;
sustainable development of domestic production of basic types of agricultural and food products, raw materials;
sustainable development of livestock breeding, poultry farming and fishery sector, increasing production volumes, strengthening the food base;
improvement of agricultural and food production infrastructure;
ensuring foodstuff security;
increasing the economic potential of food supply to all segments of the population;
state regulation and control of food security.
In 2019-2024, the country will adopt a national food security program.
Internal factors of maintaining the food security are:
opportunities for effective use of land plots and water resources used in agriculture for food production;
the level of introduction of innovative technologies in the production, storage and sale of foodstuffs, including ecologically healthy products;
the level of competitiveness of food products produced in the domestic and foreign markets;
the state of the national food industry's development;
the proportion of imports and exports of foodstuffs;
the level of supply of large groups of population with foodstuff locally;
the rate of increase in prices for consumer goods in line with incomes of the population;
stability of domestic seed and seedlings supply, guaranteed quality demanded in domestic and foreign markets;
systemic organization of selection and breeding work to improve livestock breeding, increasing productivity of local production;
availability of coordination of supply and demand on the basis of systematic study of the demand of the domestic market;
the stability of supply of material-technical resources required for the production of agricultural food products and proportion of product prices and increase in material-technical resources and services provided for production;
the level of development of infrastructure in the regions, especially in rural areas, availability of mechanisms to encourage them;
productivity of natural pastures and the system of their effective use;
a lack of rotating capital for the development of production and high bank loans;
compliance with contractual relationships between market suppliers and suppliers of raw materials.
External factors of food security are:
an increase in food prices worldwide and a growing demand by developing countries;
climate change;
increased use of biofuels;
geopolitical factors.
Foodstuff security mechanisms will be provided on the basis of targeted criteria through the following measures:
identifying and evaluating food safety at all levels of the country and introducing a system of anticipated risk;
introducing a system of normative and legal documents harmonized with international standards for food security;
sustainable development of the agro-industrial complex that ensures compliance with targets set at all levels of the country, and introduction of food security regulation and management systems.
