Amendments and additions have been made to some legislative acts of the Republic of Uzbekistan in connection with the improvement of mechanisms for protecting the rights of convicts and persons in custody, the Ministry of Justice said.
In accordance with the Law, impeding the legitimate activities of the Commissioner for Human Rights (Ombudsman), namely, providing false information, violating the terms of consideration of applications, conclusions, submissions and petitions is punishable by a fine of up to 1 million 419 thousand sums.
The Law on the Commissioner for Human Rights (Ombudsman) has been supplemented with a clause that enables him to prevent torture and other cruel, inhuman or degrading treatment or punishment of people.
In accordance with the document, the Ombudsman may require a medical examination, medical and psychological assistance to a person in custody, to take immediate measures to prevent illegal actions or inaction of the administration.
And according to the amendments to the Penal Code:
• places of detention must comply with sanitary and building regulations;
• medical examination of a convicted person should be carried out at least once every six months, as well as on appeals;
• if emergency medical care is needed, the convicted person must ensure that medical personnel have immediate access to the person;
• in the event of a serious illness of a convicted person with his consent, the prison administration should instantly inform the immediate family or other persons indicated by the convicted person;
• in the case of a serious illness, the convict is provided with an additional telephone conversation, and with the permission of the doctor - an additional meeting;
• convicts are not subject to disciplinary liability for a violation that is considered to be a direct consequence of a mental disorder.
