The main department of state financial control and its territorial departments, in the first quarter of 2019, revealed facts of violations of budgetary discipline and other unreasonable expenses totaling 70.2 billion soums, the Ministry of Finance reported.
The ministry noted that “the effectiveness of control measures” doubled compared with last year.
Thus, since the beginning of the year, there were revealed violations of budgetary discipline, shortages of monetary and inventory items, as well as inappropriate and unreasonable expenses in the amount of 23.4 billion soums, of which 19.0 billion soums(81.2%) were reimbursed to the budget (in the first quarter of 2018 - 67.4%).
In the context of ministries and departments, the largest amount of violations of budget legislation was identified by the following institutions:
• The Ministry of Higher and Secondary Specialized Education - 6.2 billion soums, of which 4.9 billion soums (78%) were reimbursed to the budget;
• The Ministry of Public Education - 3.7 billion soums, of which 3 billion soums (80%) were reimbursed to the budget;
• The Ministry of Health - 1.5 billion soums, of which 1.4 billion soums (89%) were reimbursed to the budget;
• The Ministry of Preschool Education - 1.5 billion soums, of which 1.2 billion soums (83%) were reimbursed to the budget.
In institutions financed from local budgets, the largest amount of violations of budget legislation was found in Jizzakh (5.3 billion soums), Surkhandarya (2.5 billion soums), Fergana (2.1 billion soums), Samarkand (2.1 billion soums), Kashkadarya (1.9 billion soums), Andijan (1.5 billion soums), Tashkent (1.3 billion soums) regions and the city of Tashkent (2.6 billion soums).
In addition, complex control measures were carried out to compile and execute the local budget plan of the Tashkent region, the results of which revealed the facts of assumptions of excessive planning of funds in cost estimates, unreasonable payment of wages, payment for unfulfilled work, failure to receive inventory, as well as shortage assignment in the amount of 6.6 billion soums.
When using the funds of state trust funds and funds under the Ministry of Finance, facts of financial violations and unreasonable expenses in the amount of 25.5 billion soums were revealed, of which 20 billion soums were reimbursed.
Also, in the 76 control measures for the targeted use of credit funds allocated under the guarantee of the government, and funds from the Children's Sport Development Fund, illegal expenditures of 2.4 billion soums were revealed, of which 0.7 billion soums were reimbursed.
