System of appointing university principals changed 

President of Uzbekistan Shavkat Mirziyoyev signed a decree on measures to introduce new management principles in the system of higher and secondary special education.

According to the document, the following procedure has been established:

 - the structures of higher educational institutions are approved by the rectors (directors of branches of domestic higher educational institutions) in accordance with the standards established by the relevant ministry and subordinating department;

- rector of a state university, as well as higher education institution with a state share (domestic rector or director, executive director of a branch of a foreign higher education institution) is appointed and dismissed by the Cabinet of Ministers in coordination with the Presidential Administration on the recommendation of the head of the relevant ministry and subordinating department;

- deputy rectors of a state university, as well as higher education institution with a state share (director of a branch of a domestic higher educational institution, his deputies, deputy directors of a branch of a foreign higher educational institution) are appointed and relieved of their posts by the heads of relevant ministries and subordinating departments on the recommendation of the rector;

- heads of research institutions, institutions of advanced training and retraining, directors of academic lyceums under higher educational institutions are appointed and dismissed by the rector of a higher educational institution in coordination with the relevant ministry and subordinating department;

 - faculty deans of higher educational institutions are appointed to the post and dismissed by the rector of a higher educational institution;

- heads of territorial departments for development and coordination of vocational education, as well as heads of organizations and institutions under the Ministry, are appointed and dismissed by the Minister of Higher and Secondary Specialized Education.
