Choosing where to give birth: Uzbekistan allows to establish private birth centers

Shavkat Mirziyoyev signed a decree “On improving the quality and further expanding the coverage of medical care provided to women of reproductive age, pregnant women and children”.

This document allowed private medical institutions to engage in childbirth.

The permission is granted exclusively to those private medical institutions that are able to ensure compliance with the requirements of  the “Safe motherhood” strategy of the World Health Organization (WHO), have maternity and intensive care units, as well as intensive care units for newborns, caring for premature babies, endovisual gynecology, polyclinic, bacteriological and clinical-biochemical laboratory, highly qualified medical staff, with the condition of continuous mandatory maintenance of an electronic data exchange program between health authorities and the registry office on birth and death.

The Ministry of Health, together with the Ministry of ICT Development and the National Agency for Project Management, until to March 1, 2020, was instructed to improve the program of electronic data exchange between health authorities and the registry office on birth and death, providing for:

- maintaining real-time reporting forms in the field of maternal and child health recommended by the WHO;

- connection to the program of electronic data exchange of private medical institutions, as well as the creation of necessary conditions for its incorporation with the integrated health information system.

From July 1, 2020, at all obstetric facilities, regardless of ownership and departmental affiliation, the conduct of an electronic data exchange program will be mandatory.
