Shavkat Mirziyoyev signed a resolution “On measures to further reduce bureaucratic barriers and introduce modern management principles into the activities of state bodies and organizations”.

According to the document, in Uzbekistan, the adoption of a package of measures is expected, providing for:

- convening meetings by state organizations exclusively in cases where personal participation of invited officials is required on issues directly related to their functional duties, or when discussing issues related to state secrets and other secrets protected by law;

- prevention of invitations to meetings at the central office of state bodies and organizations of workers from the regions, to meetings at the centers of the Republic of Karakalpakstan and regions of workers of district (city) divisions with the introduction of remote mechanisms for holding discussions in exchange;

- elimination of the practice of holding meetings by state organizations on weekends and holidays, with the exception of cases of holding meetings in connection with a special need:

- a ban on inviting meetings and assigning unusual tasks or engaging employees (except for the purpose of providing services) directly serving the population or providing public services (meetings with their participation can be held directly by higher organizations solely on improving their activities in hours, not affecting the quality of service).

It should be recalled that earlier, the Prime Minister of Uzbekistan instructed state bodies and local authorities to develop specific working regulations. The corresponding document was signed on August 24, 2018. The document says that activities should be carried out for 1-1.5 hours only on schedule, a maximum of 2-3 times a week. If this is an event of national importance, then a maximum of 2 hours.

The document banned calling to events representatives of organizations that are not related to the topic or field. It was also banned to regularly call to events representatives of organizations that are located in remote areas.
