“How can they be so complacent? The issue being raised at the plenary session should be their concern. Is it only us who really need it?” Tanzila Narbayeva criticized.
The second plenary session of the Senate of Oliy Majlis considered the results of the parliamentary inquiry sent to the government on topical issues of adaptation of orphans into society.
Senator Minkhojiddin Khodjimatov inquired about the targeted programs for the employment of children after they leave the orphanage, the course of their implementation, and the social security provided to them.
However, there were no members of the government, who could answer this question. The Senate Chairperson Tanzila Narbayeva demanded clarification of the situation.
“Who came from the Ministry of Employment and Labor Relations? Is there anyone? Nobody!
I can answer your question. The government has no such a program. I have been dealing with this issue for many years, and I know it very well. They have a general program. The issue of employment of children after they leave the orphanage and what career they pursue is not included in the agenda of the Labor Ministry.
Therefore, we refer to this as an assignment in the Senate resolution.
It is necessary to clarify why officials of the Ministry did not attend the plenary session. They should present an explanation to why they didn’t come. We will write a letter to the Prime Minister about this. How can they be so complacent? The issue being raised at the plenary session should be their concern. Is it only us who really need it?” the Senate Chairperson said.
Narbayeva said that the Cabinet of Ministers’ response to the parliamentary inquiry was unsatisfactory, there were enough problems in the sphere, still outdated mechanisms were being practiced for the employment and housing of orphans.
It is noted that orphans and children left without parental care are not sufficiently provided with the right to legal assistance and judicial protection. The placement of orphans and children left without parental care in orphanages is entrusted with the district (city) khokims only. In many cases, this has a negative impact on the effective operation of patronage of orphans and children without parental care.
After discussing these and other issues, senators made a number of suggestions and recommendations to improve the efficiency of work in this area. First of all, the need to strengthen the legal framework, that is, development of the draft law “On social protection of orphans and children without parental care” was noted. Also, it was stressed that it is important to clearly define the order and forms of placement of orphans and children without parental care in family and children’s institutions.
The Senate of Oliy Majlis adopted a relevant resolution on this matter.
