On August 14, 2018, the presidential decree “On measures to bring up young people spiritually, morally and physically, to raise their education system to a qualitatively new level” was adopted. The decree prohibits the involvement of teachers in non-compulsory work, including forced labor and landscaping of districts and cities, seasonal agricultural and other activities.

According to the document, it is illegal to involve teachers in the control of the population’s gardening.

“Currently, the 4th quarter of the 2019/2020 academic year is underway. The main task of teachers is to provide pupils with in-depth knowledge using video lessons.

The Ministry of Public Education requests local authorities not to involve teachers in activities not related to their professional responsibilities.

According to paragraph 16 of the above resolution, in order to identify and eliminate violations of the rights and freedoms of teachers in a timely manner, the Prosecutor General’s Office and the Ministry of Employment and Labor Relations are responsible for regular monitoring of compliance with the law and prosecuting perpetrators.

The Ministry of Public Education will study the reports and call on the Prosecutor General’s Office and the Ministry of Employment and Labor Relations to punish the perpetrators if they commit such illegal activities,” the report said.
