President Mirziyoyev to sign a decree to radically reduce bureaucratic barriers

The draft presidential decree “On measures to create benefits for the population and entrepreneurs and radically reduce bureaucratic barriers” has been published.

From March 1, 2021, an order will be established to implement the followings:

• regardless of the permanent (temporary) place of registration of citizens and postal address (location) of legal entities, registration of acts of civil status, medical examination of married persons, registration of international passports, an examination by medical and social expert commissions and mandatory technical inspection of vehicles will be carried out on an extraterritorial principle;

• when performing notarial acts, information related to civil status records is obtained by notaries independently, without requiring excessive information from citizens, through the information system “Single electronic archive of the Civil Registry Office”;

• business entities are allowed to make cash payments from the representative of the legal entity in the payment of fees and state duties for the use of public services;

• overpaid payments by individuals and legal entities in the use of services through public service centers, as well as the amount of additional fees charged for non-provision of public services in an expedited manner, shall be reimbursed in a simplified manner from the off-budgetary fund of the Public Service Agency within one business day. In this case, the returned amounts are recovered by the Agency from the relevant authorities in the order of regression;

• if there are errors in the application or documents attached to it in the provision of public services that can be corrected, or if the required documents are missing, the competent authority shall give the applicant the opportunity and time to correct them without refusing to provide public services. In this case, the calculation of the period for consideration of the application is suspended for the period of time provided by the competent authority for the elimination of errors and the submission of missing documents.
