Law on human organ and tissue transplantation approved

The law expands the range of individuals who can be donors, as well as reduces bureaucratic processes prior to organ and tissue transplant operations.

The law of the Republic of Uzbekistan “On transplantation of human organs and tissues” was approved at the 22nd plenary session of the Senate of Oliy Majlis on Wednesday.

It is noted that the adoption of the law will help reduce the number of deaths from diseases and irreversible processes in the organs, as well as reduce the cost of citizens for organ transplant operations in expensive foreign clinics.

In the process of drafting the law, the transplant legislation of Germany, Poland, Russia, Belarus, Ukraine, Moldova and the United States was studied.

Senators noted that the lack of a legal framework for transplantation over the years has led to the stagnation of transplantation as a clinical science and the loss of the ability to save the lives of many patients with related diseases.

“It is known that non-paired human organs (heart, liver, pancreas and other organs) are removed only from the corpse. For the transplant to be successful, the transplanted organ must be removed from the corpse as soon as the transplant is performed, ie before the death certificate is issued. The law will address these shortcomings,” the report said.

It should be recalled that this bill repeals the restrictions, according to which only a close relative of the patient can be a donor of organs and tissues. A donor may be a person who has given a notarized voluntary consent to the free transplantation of organs and (or) tissues.

A person who voluntarily donates organs, tissues and (or) cells to a patient for transplantation means a spouse who has been married for more than three years and their children from a previous marriage, direct relatives, as well as adopted children, parents.
