Political scientists comment on Abduvokhidov’s dismissal and continuation of systemic reforms
On August 25, the presidential advisor on social spheres, Abdujabbor Abduvokhidov, was fired, and the next day, the head of Karakalpakstan, Murat Kamalov, was dismissed. Kun.uz correspondent discussed the points that should be paid attention to in these personnel changes, the emerging questions with the participation of political scientists Kamoliddin Rabbimov and Khamid Sodiq.
- What do you think caused the dismissal of Abdujabbor Abduvokhidov, the presidential adviser on education and health?
Kamoliddin Rabbimov: - The sector for which the President’s adviser on social spheres is responsible is considered a difficult sector in the whole world. Secondly, there are many problems in this field in Uzbekistan. For example, the situation in the healthcare system is dire.
In addition, the indicator of social protection of the population in Uzbekistan is very low. Based on this, Uzbekistan even wants to take responsibility of the social state through the Constitution. We’ll see how it goes.
In any case, this should be done, because after a few years, the class of the poor and destitute in Uzbekistan may end up in a situation that has expanded dramatically, and the issue of getting out of this situation will become difficult for the government. This problem can now be avoided.
Besides, there are enough problems in the field of education. Everyone knows the quality of education in Uzbekistan.
In my opinion, there are two issues that caused Abduvokhidov’s dismissal. Firstly, it is a traditional, heavy sector in the whole world, and secondly, the innovation, changes and social opinion in this direction in Uzbekistan are not at the expected level.
- Khamid bro, do you think Abduvahidov’s dismissal was a continuation of systemic changes?
Khamid Sodiq: -Systemic change can be defined as the changes that are taking place based on the mood of the political regime. Such changes are called institutional change in political science. Institutional changes take place at the request of civil society and parliament.
In personal changes, there will be changes related to loyalty to the regime and not changing the status quo. For example, officials who make mistakes that affect the regime are replaced.
As far as I know, these are not institutional, changes that are happening to correct certain deficiencies in the field. For this to happen, the change had to happen earlier. Because the current problems in the social sphere have been existing for a long time.
In my opinion, this is related to the fact that the planned reforms in the Republic of Karakalpakstan have not been implemented. These are also issues related to the presidential assignments and the non-fulfillment of promises made to him.
In my opinion, with the demands of globalization, the Cabinet of Ministers and the legislative authorities will gradually begin to withdraw their powers from the institution of the presidency. Transparency forces this.
Today’s changes should be considered as changes that do not change the status quo, but provide transparent information to the head of state about the mood in society.
