MP Kusherbayev: Renting books in secondary schools is contrary to the Constitution
Deputy of the Legislative Chamber of the Oliy Majlis Rasul Kusherbayev said that renting books in secondary schools is contrary to the Constitution. At the same time, some Uzbeks believe that the frequent publication and reprinting of textbooks is a profitable business.

In his Telegram channel, Rasul Kusherbayev referred to Article 41 of the Basic Law, which states that everyone has the right to education, the state guarantees free general education, and schooling is under state supervision.
“Based on these norms, the learning process in state general educational institutions should be free, including providing schoolchildren with books,” the people’s representative said.
The MP stressed that renting books in secondary schools is contrary to the Constitution. He also asked representatives of the Constitutional Court to express their views on this issue.
Earlier it was reported that this year the average one-time rent for one textbook (workbook) increased by 108% compared to the amount of the previous academic year. In particular, the cost of renting a set of 18 textbooks and workbooks for the 2nd grade is 102,700 soums, for the 3rd grade - 102,700 soums, for the 5th grade - 85,600 soums, for the 8th grade - 108,400 soums, for 11th grade - 119,800 soums.
In the “Potrebitel” group , they believe that the frequent publication of textbooks on a national scale is a profitable and guaranteed business.
“There was a feeling that they are constantly re-released and constantly do not have time. At the same time, blunders are multiplying, somewhere there are not enough textbooks, and the training program by class is like a patchwork quilt, without a single method. It is clear that the frequent publication of textbooks on a national scale is a profitable and guaranteed business. However, he should not turn education into a farce,” the report reads.
Consumers also recalled that earlier the geometry textbook was changed only three times, and now many textbooks often make mistakes, remake and reprint. In turn, all expenses at the beginning of the school year are paid by the parents.
