“Open Budget” funds to be increased dramatically from 2023 

From next year, 8 trillion soums will be allocated to finance the initiatives formed on the basis of public opinion.

The presidential decree “On additional measures to ensure active participation of citizens in the budget process” was adopted. 

According to the decree, starting from 2023:

Activities financed within the framework of the “Obod qishloq” and “Obod mahalla” programs are determined by voting through the “Open Budget” information portal based on public opinion. In this case, the activities proposed to be carried out by the population are put to the vote in the form of one package of projects for each mahalla.

For information, the limited amount of funds allocated for the project package is set at 8 billion soums, and at least 4 trillion soums are planned to be allocated from the state budget every year to finance the programs.

Amount of financing of the “Open Budget” process will increase

Starting from next year, it is expected that more than 2 trillion soums will be allocated for the “Open Budget” process, with no less than 6 billion soums allocated in each district and city.

As a result, 6 billion soums will be allocated in 53 districts and cities (despite the small number of approved budgets). For example, in 2022, 900 million soums were allocated to the city of Gazgan, and from 2023, 6 billion soums will be allocated to this region.

Also, starting from next year, 30% of the additional funds of the republican budget of the Republic of Karakalpakstan, the budget of the regions and the city of Tashkent will be used to finance the projects formed based on the opinions of citizens.

It should be noted that, in practice, at least 30% of the additional funds of district and city budgets should be directed to the “Open Budget” process.

Also, starting from next year, the amount of funds allocated for the “My Way” project has been more than doubled.

Taking into account these changes, in 2023, 8 trillion soums are expected to be allocated to finance measures formed on the basis of public opinion.

Earlier, it was reported that 335 billion soums will be allocated from the budget of the republic for 364 projects that received more than 2,000 votes each, but were not declared winners, in addition to 1,418 projects that were declared winners in the 2nd season of the “Open Budget” this year.
