Gov’t to encourage citizens for reporting violations in field of state financial control
The draft document on the approval of the regulation on the procedure for encouraging individuals who reported violations in the field of state financial control was published.
The following are the main objectives of incentivizing individuals who report violations:
• to strengthen public control over targeted and effective spending of budget funds in society;
• to further increase the population’s activity in combating violations in the field of state financial control and encourage them for their contribution to the field.
Individuals who report violations will be subject to state financial control measures based on their reports.
The incentive is determined in the form of a one-time monetary award at the expense of funds collected for the benefit of the state.
A one-time monetary reward for whistleblowers may be voluntarily waived by them.
Promotion is carried out only according to the specific direction and type of violations in the message sent by individuals through the software complex.
Violation notices are sent by individuals registered in the One ID system through the software complex.
The report on violations should include a detailed description of the violations, the direction or type of violation, the exact address of the control facility where the violations were committed, and other relevant information related to the violations.
Individuals who report violations are incentivized with a one-time monetary reward of the following amount:
• when the amount of violations is from 30 to 100 BCAs – in the amount of 1 BCA;
• when the amount of violations is from 100 to three 300 BCAs – in the amount of 2 BCAs;
• when the amount of violations is from 300 to 500 BCAs - in the amount of 3 BCAs;
• when the sum of violations is 500 BCAs and more – in the amount of 4 BCAs.
In cases where there is more than one person who reported violations, the amount of incentive (money reward) is divided equally between them.
