Two companies win a tender for solar panels worth 2 trillion soums; ministry cancels the tender results
2 companies were declared winners of the 1.9 trillion soum tender held in 6 lots for the installation of solar panels. Against the background of the spread of this information on the Internet, the Ministry announced that both winners did not fulfill the contract terms and canceled the tender results.
The Ministry of Energy canceled the results of the tender for the installation of solar panels in state organizations and social facilities.
The ministry announced a tender worth nearly 2 trillion soums in March 2023. The auctions were divided into 6 lots, 4 of which were won by Virtec Power and 2 by Cifra B.
The tender was conducted by the newly opened Green Energy LLC. The selection commission was chaired by the Minister of Energy Jurabek Mirzamakhmudov.
In sales, Virtec Power LLC won a total order of 1 trillion 148 billion soums for the supply of solar panels for state and social facilities in 10 regions:
ꞏ for the city of Tashkent – 323 billion soums;
ꞏ for Tashkent, Jizzakh, Syrdarya regions and Chilonzor district – 275.8 billion soums;
ꞏ for Samarkand, Navoi and Bukhara regions – 272.6 billion soums;
ꞏ for Andijan, Fergana and Namangan regions – 276.4 billion soums.
17.60% of Virtec Power belongs to Virtec LLC, 52.30% to Abidova Guzal Rikhsibaevna, and 30.10% to Dior Nozimovich Abbasov. The society was founded in 1999.
The second company that won the tender, Cifra B, won contracts for solar panels worth 729 billion soums:
ꞏ for Kashkadarya and Surkhandarya regions and Mirzo Ulugbek district – 390 billion soums;
ꞏ for the Republic of Karakalpakstan, Khorezm region and Almazor district – 339 billion soums.
Founded in 2019, Cifra B LLC is owned by Omonov Ilhomjon Omonovich (50%) and Jamoldinov Mirzohid Marufjonovich (50%).
After bloggers drew attention to the fact that the winnings in 6 lots were divided between 2 companies, the Ministry of Energy expressed an official reaction.
According to the Ministry, 18 companies involved in the installation of renewable energy sources participated in the competition. The results were canceled when the terms of the contracts concluded with the winning companies were not fulfilled.
It was reported that, taking into account the allocated funds, a new competition was announced for the construction of solar photoelectric power stations with a total capacity of 2.5 MW.
“At the next stage, the financing of the main part of the projects in this direction is planned to be carried out at the expense of international financial institutions, and negotiations are currently underway in this direction. This, in turn, is important for reducing the cost of projects and their quality implementation,” the Ministry of Energy said in a statement.
