Powers of MIA and National Guard employees expanding
At the forty-first plenary session of the Senate, the law “On amendments and additions to some legislative acts of the Republic of Uzbekistan in connection with the improvement of legislation in the areas of ecology and public order” was considered.
According to the parliamentary press service, this document introduces amendments and additions that provide for the empowerment of the internal affairs bodies and the National Guard with the necessary powers to bring to administrative responsibility the perpetrators who have committed offenses in the field of ecology and environmental protection.
It is established that cases of administrative offenses provided for in a number of articles of the Administrative Responsibility Code in the field of ecology and environmental protection fall under the jurisdiction of the internal affairs bodies and the National Guard.
Officials, who have the right to consider these cases and apply an administrative penalty in the form of a fine, as well as officials of the structures of the internal affairs bodies and the National Guard, who have the right to draw up a protocol on an administrative offense on their behalf, are being determined.
At the same time, officials of the internal affairs bodies and the National Guard are given the authority to administratively detain persons who have committed certain offenses in the field of ecology and environmental protection.
Senators noted that these changes and additions are important for the effective implementation of legislation in the field of environmental protection, as well as for the effective organization of the prevention of offenses in this area.
“This law is of particular importance in ensuring the effective protection of the environmental rights of citizens and business entities in relations with state bodies, establishing effective control over activities for the protection and use of the environment,” the report reads.
In addition, it is emphasized that the adoption of the law serves to ensure the adoption of prompt measures in relation to objects or subjects that have led to the pollution of natural resources, that is, the discharge of wastewater into water bodies, pollution of surface water, atmospheric air and the environment.
Following the discussion, the law was approved by senators.
