Another prisoner was also sentenced, who severely beat a convict who had been beaten earlier by police officers.
On March 19, 2022, 32-year-old Sanjarbek Mamajonov, who lives in the Shakhrikhan district of Andijan region, was taken to the DIA pre-trial detention center in connection with the replacement of his punishment in the form of corrective labor with imprisonment by the court. In the pre-trial detention center, he was tortured and severely beaten by 12 police officers.
As noted in the court verdict, instead of providing medical assistance to the prisoner, who received life-threatening injuries as a result of the beating, he was placed in the 32nd cell of the pre-trial detention center. The man, who was in pain, quarreled with another prisoner, Jasurbek Usmanov, as a result of which he was beaten again. Approximately three and a half hours after this incident, Mamazhonov's biological death was recorded.
According to the documents, before Sanjarbek Mamajonov, who was beaten by 12 officers, was placed in cell No. 32, he was examined by Tukhtakul Allamatov, the head of the medical and preventive department of the pre-trial detention center, and Shukurillo Alimov, the psychiatrist of the department, who, having not properly performed their duties, did not give an objective assessment of the condition of the prisoner, as a result of which they let him die. As it turned out, the convict had a closed craniocerebral injury, brain contusion, hemorrhage under the soft and hard membranes of the brain, and a brain tumor. However, doctors made false entries in the prisoner's medical record that he was in a satisfactory condition and had no external injuries.
In court, the guilt of the defendants was confirmed by irrefutable evidence and testimonies of witnesses. According to the verdict of the court, the defendants were sentenced to the following punishments:
· Umidjon Abdurasulov, assistant head of pre-trial detention center No. 3 of the Department of Internal Affairs of the Ministry of Internal Affairs - shift supervisor - imprisonment for 4 years;
· Javlon Rezhapov, Senior Inspector of the Order Enforcement Department of Detention Facility No. 3 — 4 years' imprisonment;
· Elyorbek Rakhmonov, head of the corps - imprisonment for 4 years;
· Madaminjon Jamolov, senior warden of the department for ensuring order - imprisonment for 4 years;
· Sardorbek Ibragimov, senior warden of the law and order department - imprisonment for 4 years;
· Mansurbek Mamatkarimov, senior warden of the law enforcement department, was also sentenced to 4 years.
Also, the following guilty parties were convicted:
· Gulomjon Gopporov, head of the pre-trial detention center for 3 years;
· Zukhriddin Shoburkhanov, head of the corps of the department for ensuring order for 3 years;
· Inomjon Imoldinov, senior operative of the department of operational investigations for 3 years;
· Jahongir Madaminov, controller of the department for ensuring order, for 3 years;
· Allamamatov Tukhtakul, head of the treatment and prevention department for 3 years;
· Shukurillo Alimov, a psychiatrist of the medical and preventive department, was sentenced to 3 years of restriction of liberty.
· Jasurbek Usmanov, a prisoner who beat the deceased in the cell, received 4 years and 1 month in prison.
Of the 12 former employees found guilty by the court in the death of Sanjarbek Mamajonov, 10 were deprived of the right to work in the internal affairs bodies for a year and a half, and 2 - for a year.
