The measures are set out in Presidential Decree No. PP-387, dated October 27, 2026, on regulating the use of reservoirs and adjacent areas and ensuring safety.
The decree also allows customs duties on certain imported equipment to be deferred for up to 120 days or paid in installments. Eligible items include GPS devices designed for use on water, rescue and safety equipment, and modern sanitary facilities.
Rescue services and safety requirements
Alongside the tax incentives, the decree establishes safety and environmental requirements for businesses providing tourism services at reservoirs and nearby areas.
Tourism facilities must be equipped with the necessary means to protect visitors’ safety and health and prevent emergencies.
Businesses must establish their own rescue services or sign contracts with professional rescue organizations to provide on-duty coverage. They must also comply with safety requirements for the operation of small vessels and facilities used to accommodate them.
Wastewater and waste disposal
Tourism facilities must comply with regulations governing water protection zones and coastal areas.
To prevent wastewater from entering water bodies, facilities are required to have internal sewage networks and local wastewater treatment plants.
Household waste generated by tourism facilities must also be disposed of in accordance with established procedures.
