Some functions in transport sector being entrusted to private sector
The President signed a decree “On measures for the effective organization of public administration in the field of transport within the framework of administrative reform”.

According to the document, part of the functions in the field of transport is being transferred to the private sector.
The Transport Control Inspectorate is being created under the Ministry of Transport, which will carry out control functions in the field of automobile, railway, water, electric transport, subway and road infrastructure. The Inspectorate has the following rights:
• consideration of cases of administrative offenses and the application of administrative penalties in the field of freight and passenger transportation, railway, water, electric transport, subway and road facilities;
• upon detection of a violation of the rules for the transportation of goods and passengers on a motor vehicle, stop the vehicle for inspection at checkpoints for controlling freight and passenger traffic.
The document allows, without the permission of the Business Ombudsman, without notifying him, without using the “risk analysis” system (without interfering in financial and economic activities), to carry out the following control measures:
• conducting scheduled and unscheduled inspections by the Civil Aviation Agency under the Ministry of Transport in accordance with the standards of the International Civil Aviation Organization in terms of compliance with flight safety in civil aviation organizations and enterprises;
• monitoring compliance with the rules for the transportation of goods and passengers by road transport by the Transport Control Inspectorate by conducting raids in the process of transportation.
