Uzbekistan to introduce state registration for high-risk products from October 1
Importers will be required to post certificates of registration of goods before entering customs.

From October 1, a list of high-risk products produced in Uzbekistan or imported from abroad, subject to mandatory state registration, is approved, the press service of the Ministry of Justice reported.
According to the presidential decree of February 27, the Uzbek Agency for Technical Regulation is transferred to the subordination of the Cabinet of Ministers. The new director of the agency was former deputy head of the Ministry of Energy Akmal Jumanazarov.
The agency’s tasks will include digitalization of the sphere of technical regulation, expansion of the types of government services provided to business, and the introduction of a transparent system.
Importers will be required to place a certificate of state registration of products in the “single window” customs system and the unified electronic system for foreign trade operations before the goods arrive at customs.
From September 1, inspectors will be able to conduct inspections without prior approval from the Office of the Business Ombudsman. Instead, its representatives will be required to be notified within 24 hours of the start of the event through the “Unified State Control” system.
By the end of this year, it is planned to launch the “Technical Regulation” information system for transparency and the fight against corruption, according to the presidential decree of February 28.
From October 1, penalties for violations will be introduced in the field of technical regulation:
• for failure to comply with the order to withdraw from circulation or recall at least 60% of products that do not meet the requirements, a fine will be imposed on legal entities in the amount of 100% of the cost of products sold;
• in cases of production and sale of products that do not meet the requirements, the validity of the certificate of conformity is suspended;
• if the product’s compliance with mandatory indicators is not assessed, the certification body’s activities will be terminated.
