Uzbekistan to restrict imports of certain solar equipment starting 2025

This policy, outlined in a presidential decree on September 11, aims to enhance the quality and reliability of renewable energy technologies in the country, according to Gazeta.uz.

Tier-1 ranking and its implications

The BNEF Tier-1 list, curated by Bloomberg New Energy Finance Corp, evaluates companies based on their financial stability and bankability but does not directly assess product quality or durability. The list is updated quarterly and will be regularly published on the official websites of the Ministry of Energy and the State Customs Committee.

This restriction is intended to ensure that imported solar equipment meets stringent financial and performance standards, aligning with Uzbekistan's renewable energy objectives.

Local production and investments

Uzbekistan has been actively developing its domestic solar production capacity. Prominent manufacturers include:

• Great Start Bild: Operating since 2021 in Tashkent under the A.R.T. SOLAR brand, the company produces solar panels with an annual capacity of 100 MW.
• Enter Green Solar: Recently established in Tashkent's "Tinchlik" industrial zone, the $7 million facility manufactures 377,000 solar panels annually with a capacity of 200 MW.
• Nukus Electroapparat: Located in Karakalpakstan, this joint venture launched a $10 million solar panel production project in June 2023, with an annual capacity of 273,000 units.

These facilities aim to reduce reliance on imported solar equipment while fostering technological self-sufficiency and job creation.

Supporting renewable energy transition

Uzbekistan is also making solar energy systems more accessible to its citizens. Since October 1, 2022, individuals have been able to purchase locally produced solar panels and water heaters on a three-year, interest-free installment plan via the Energy Ministry’s online platform (energymarket.uz).
