Uzbekistan defines exceptions for relatives working together in state institutions
The government of Uzbekistan has approved a list of state organizations where relatives may work together, exempting them from restrictions outlined in the Labor Code. The decision was formalized in a resolution by the Cabinet of Ministers on November 14, titled "On the Approval of Normative-Legal Acts for the Implementation of the Labor Code of the Republic of Uzbekistan."

The resolution identifies exceptions to Article 121 of the Labor Code, which generally prohibits close relatives from working in the same state institution if one directly supervises or is subordinate to the other. The following categories of employees and organizations are exempt from this restriction:
- Diplomatic missions and consulates of Uzbekistan abroad.
- Specialists in agricultural organizations and research institutions in rural areas.
- Line organizations of railway transport and specialized construction entities, excluding certain financial positions.
- Employees of telecommunication service organizations.
- Doctors in healthcare, treatment, and sanitary-epidemiological institutions.
- Teachers, librarians, and pedagogical staff in educational institutions.
- Civil servants in political positions not governed by labor contracts, as per the Civil Service Law.
- Creative staff in theaters, artistic groups, and studios.
- Archivists, researchers, and seismic station workers, excluding key financial positions.
- Staff of the Hydrometeorology Service Agency under the Ministry of Ecology and Environmental Protection.
- Employees of field geological organizations.
- Forestry and water management specialists, as well as cultural and healthcare workers in rural areas.
- Road organization employees who work on public roads, excluding financial positions.
- Construction workers in mobile specialized units, excluding financial positions.
- River transport crew and related organizations, excluding financial positions.
- Employees in oil and gas field development and pipeline construction, excluding financial positions.
- Fisheries personnel working in basins and lakes, excluding financial positions.
Labor Code Context
Article 121 of Uzbekistan's Labor Code restricts immediate relatives (parents, siblings, spouses, and in-laws) from working in the same organization if their roles involve direct supervision or control. However, the Cabinet of Ministers is authorized to set exceptions to this rule.
This latest resolution aims to address specific needs in sectors like healthcare, education, agriculture, and specialized industries while maintaining oversight on roles that could pose conflicts of interest.
