Parliament passes law on mandatory HIV testing for returning citizens and foreign workers

The Legislative Chamber of the Oliy Majlis has passed a law requiring mandatory HIV testing for Uzbek citizens returning after staying abroad for 90 days or more, as well as for foreign nationals entering Uzbekistan for work. The law also introduces stricter licensing conditions for private employment agencies. The legislation has been forwarded to the Senate for further review.

At the July 8 session of the Legislative Chamber, the draft law was reviewed in its second reading. It proposes amendments and additions to several existing laws, including those on combating the spread of HIV, ensuring sanitary-epidemiological well-being, regulating private employment agencies, and promoting population employment.

Specifically, the draft law mandates compulsory HIV testing for Uzbek citizens aged 18 to 60 who have been abroad continuously for 90 days or more, as well as for foreign nationals and stateless persons permanently residing in Uzbekistan. Additionally, foreign nationals and stateless persons entering Uzbekistan for employment purposes will also be required to undergo mandatory HIV testing.

The testing for Uzbek citizens and stateless persons permanently residing in Uzbekistan who have been abroad for 90 days or more will be funded by the state budget. In contrast, foreign nationals entering for work and those permanently residing in Uzbekistan will bear the costs themselves, through their employers, or via other legally permitted funding sources.

Furthermore, the draft law proposes adding a requirement to the licensing conditions for private employment agencies. These agencies will be obligated to provide training on the laws and regulations of the destination country for individuals seeking work abroad, as well as to supply necessary materials.

The draft law was approved by deputies in its third reading and has been sent to the Senate for consideration.
