Migration Agency warns citizens against unlicensed overseas job firms
The Migration Agency has warned citizens about companies that send people abroad for work without a license.
Social media posts have circulated a list of five firms that collected money from citizens, failed to provide services, and engaged in unlicensed overseas job placements. The list also included Adworld. Citizens were advised to cooperate only with officially registered agencies, read contracts carefully before signing, and avoid making suspicious payments.
According to the Cabinet of Ministers’ Resolution No. 252 of April 22, 2025, the Migration Agency is responsible for organizing the legal employment of citizens abroad. In line with the Law “On private employment agencies,” only those agencies licensed by the Migration Agency are authorized to carry out this activity.
Inspections conducted by the agency revealed that “certain businessmen” collected money from citizens through social media advertisements under the guise of providing consulting or information services, but failed to deliver services and engaged in unlicensed job placements abroad. The following measures were taken against such entities:
• Worldvisa LLC – inspected on April 9, 2025, fined UZS 112.5 million on April 11, and a lawsuit filed with the Tashkent Interdistrict Economic Court;
• Everyone Consult LLC – inspected on April 9, fined UZS 112.5 million on April 11, and a lawsuit filed with the Tashkent Interdistrict Economic Court;
• Adworld Group LLC – inspected on April 24, fined UZS 112.5 million on April 28, and a lawsuit filed with the Urgench Interdistrict Economic Court;
• Rich Result LLC – inspected on May 15, fined UZS 112.5 million on May 21, and a lawsuit filed with the Tashkent Interdistrict Economic Court;
• Ravon Consult Group LLC – inspected on May 15, fined UZS 112.5 million on May 26, and a lawsuit filed with the Bekabad Interdistrict Economic Court.
“Attempting to secure employment abroad through unlicensed organizations exposes people to financial and legal risks,” the Migration Agency cautioned.
The agency urged citizens to work only with officially registered employment agencies, read any contract thoroughly before signing, and avoid suspicious payments.
Kun.uz had previously conducted several investigations into ADWorld. The company, which promoted itself through well-known bloggers, collected payments ranging from nearly UZS 6 million to UZS 26 million per person but failed to provide corresponding contractual services. Many citizens who could not recover their money filed complaints.
Authorities are investigating company officials for defrauding hundreds of people by promising overseas jobs without a license. The company’s director, Dilmurod Yusupov, has been arrested.
Meanwhile, the Competition Committee announced that bloggers Otabek Juraev and Abdurakhmon Abdurakhmonov were held administratively liable for promoting the unlicensed company.
