Gov’t streamlines land sales with online auctions
The Cabinet of Ministers has approved additional measures to improve the sale of land plots through electronic auctions and the provision of state services in the cadastral sector.
The document focuses on:
- Enhancing oversight of non-agricultural land plots allocated for entrepreneurship and urban development in the regions;
- Creating the possibility of combining land plots sold with lease rights at auctions;
- Ensuring stability in land-related legal relations;
- Improving the investment environment in small industrial zones and youth industrial-entrepreneurship zones.
The measures also aim to reform the delivery of state services, eliminate excessive bureaucratic obstacles, create more favorable conditions for citizens, and expand the construction of modern multi-apartment residential buildings. Key points include:
- Land plots located in small industrial zones and youth entrepreneurship zones (YEZ) will be sold through electronic online auctions, with industrial zone directorates recognized as the clients;
- Lists of YEZs in remote and desert areas will be approved by the Supreme Council of Karakalpakstan and regional councils of people’s deputies, with amendments made as necessary.
Starting 5 September 2025, vacant land plots in YEZs in remote and desert areas will be auctioned online at a starting price of 1 UZS.
A dedicated section for “Vacant land plots in remote and desert YEZs” will be created in the Yerelektron automated information system.
For land plots sold at auctions for multi-apartment construction, the auction winner will sign an electronic contract (offer) with the district (city) authority, registered at the “Electronic Auction Organization” JSC, which includes:
- 15 days to prepare pre-project documentation;
- 2 months to complete project work and 3 months to start construction;
- Submission of the completed facility for use.
If the auction winner fails to meet the requirements, the land plot will be returned and put up for resale.
Additionally, from the start of construction until the facility is commissioned, all stages of the process for land plots sold in electronic auctions for entrepreneurial and urban development purposes will be monitored via the “Online Mahalla” electronic platform.
