President Mirziyoyev approves decree to support healthcare professionals

Uzbekistan has introduced a wide range of new incentives for medical and pharmaceutical professionals. These include annual cash bonuses, professional competitions, and financial assistance for housing and tuition fees for the children of long-serving employees.

President Shavkat Mirziyoyev has signed a decree titled “On measures to support medical and pharmaceutical workers.”

Starting in 2026, employees of state medical institutions will receive annual bonuses from the Fund for the Material Incentives and Development of Medical Institutions in connection with Medical Workers’ Day. The amount will equal the minimum monthly wage, which currently stands at UZS 1,271,000.

Competitions will also be organized in categories such as Best Doctor, Best Hospital, Best District (City) Health Authority Head, Best Family Polyclinic Head, Best District (City) Doctor, Best District (City) Mid-Level Medical Worker, Best Family Polyclinic, Best District (City) Hospital, and Best Regional Hospital.

Winning institutions will receive one-time cash prizes of UZS 500 million, while individual medical and managerial staff will be awarded UZS 30 million.

From April 1, 2026, state medical institutions will switch to a five-day workweek. To ensure uninterrupted healthcare services, duty shifts will be arranged on weekends and public holidays.

From January 1, 2026, doctors at district and city-level medical facilities who introduce new treatment methods and achieve positive results will receive a one-time bonus equal to 50 times the base calculation amount (currently UZS 20.6 million).

Medical and pharmaceutical workers with at least 15 years of service will have 30% of their children’s annual tuition fees for undergraduate studies at universities in Uzbekistan covered by the state (up to 15 times the base calculation amount – currently UZS 6.18 million).

Expenses related to publishing research articles by medical and pharmaceutical workers in international scientific and technical journals will be fully covered by the state budget.

Each year, 500 medical and pharmaceutical professionals with at least 15 years of service will receive a subsidy covering 25% of the initial payment on a mortgage-based home purchase.

Beginning January 1, 2026, employees who have passed national accreditation will receive a monthly salary supplement of 10%.

Starting next year, state-employed medical and pharmaceutical workers with at least three years of service will be entitled to one free high-tech specialized medical service annually.

Workers with at least 15 years of experience will also receive one free annual voucher to sanatoriums in Uzbekistan.

In addition, all medical and pharmaceutical professionals will pay 50% less for government services.

The Ministry of Economy and Finance will allocate UZS 100 billion annually to the Fund for the Material Incentives and Development of Medical Institutions starting in 2026. This amount will be indexed each year to support these measures.
