Tax payments by Uzbekneftegaz and UzAuto Motors decline sharply in 2025
Tax payments by several of Uzbekistan’s largest industrial companies fell significantly in January-September 2025 compared with the same period last year, according to newly released data from the State Tax Committee. The biggest declines were observed at UzAuto Motors and Uzbekneftegaz, two of the country’s most prominent taxpayers.

In the first nine months of 2025, UzAuto Motors paid nearly UZS 1 trillion less in taxes than a year earlier, representing a drop of about 42.6 percent. Uzbekneftegaz’s tax payments decreased by UZS 520 billion, or 16.3 percent. Navoiyazot also posted a decline of UZS 166 billion, down 24.3 percent year-on-year.
The State Tax Committee published a ranking of the Top 20 industrial taxpayers for January–September 2025. During the reporting period, 59,732 companies collectively paid more than UZS 67.9 trillion in taxes. Of this amount, UZS 14.1 trillion came from just 20 major taxpayers. Their total turnover reached UZS 168 trillion, while the value of tax benefits they received exceeded UZS 2 trillion.
Among all companies, Uzbekneftegaz remained the largest contributor, paying over UZS 2.66 trillion. It was followed by UzBAT with UZS 2.17 trillion and UzAuto Motors with UZS 1.36 trillion. The top five also included Talimarjon TPP (UZS 1.29 trillion) and Tashkent Tobacco LLC (UZS 776.1 billion).
Despite a reduction in the number of operating industrial enterprises – from 64,773 to 59,732, a decrease of 7.8 percent—total tax revenues from the sector doubled, rising from UZS 33.05 trillion in the first nine months of 2024 to UZS 67.97 trillion in the same period of 2025.
A year earlier, in January-September 2024, the largest tax contributions also came from Uzbekneftegaz (UZS 3.18 trillion), UzAuto Motors (UZS 2.38 trillion) and UzBAT (UZS 2.12 trillion).
Shifts in top taxpayers
The comparison between the two periods shows notable changes among major enterprises. While some companies reported steep declines, others saw significant increases. Talimarjon TPP’s tax payments surged nearly sixfold, while Coca-Cola Uzbekistan recorded a 61.4 percent increase and International Beverages Tashkent saw its tax contributions rise by 52.6 percent.
Meanwhile, four companies that were included in last year’s Top 20 taxpayer list did not make the ranking in 2025. These were Fergana Oil Refinery (UZS 368 billion in 2024), Tashkentvino Kombinati (UZS 288 billion), Uz-Kor Gas Chemical (UZS 240 billion) and Artel (UZS 188 billion). Each of these companies paid less than UZS 199.4 billion during the reporting period.
