Telecom companies’ tax contributions drop sharply in 2025
Taxes paid by Uzbekistan’s major mobile communication companies fell significantly in the first nine months of 2025 compared to the same period last year, according to newly released data from the Tax Committee. The decline is partly linked to the removal of excise tax on mobile services, which came into force on 1 January 2025.
The Tax Committee has published its list of the top 20 service-sector companies that paid the most taxes between January and September 2025.
According to the report, 161,351 legal entities paid more than UZS 30.1 trillion in taxes during the period. Of this amount, over UZS 5.3 trillion, or 17.8 percent, came from the top 20 contributors. Their combined turnover reached UZS 65.2 trillion, while the value of tax benefits they utilized amounted to UZS 5.7 trillion.
Top contributors
Asia Trans Gas led all companies in total tax payments, contributing more than UZS 1.05 trillion in the reporting period. It was followed by Uztelecom (UZS 848 billion) and Uzbekistan Airways (UZS 633 billion). The top five also included Uzbekistan Railways (UZS 492 billion) and Unitel (UZS 292 billion).
Sharp decline among mobile operators
Economist Otabek Bakirov highlighted notable year-on-year decreases in taxes paid by telecom companies:
- Uztelecom – down by 20 percent
- Unitel – down by 49 percent
- Coscom – down by 30 percent
- UMS – down by almost 45 percent
Experts note that the substantial decline may be linked to the cancellation of the excise tax on mobile communication services, which took effect on 1 January 2025.
