Gulirano Qosimova’s case: Court sentences former Furqat district police chief and his deputy to four years for abuse
Former senior officers of the Furqat district police department have been sentenced to four years in prison in a high-profile criminal case involving the humiliation of school principal Gulirano Qosimova.

According to a Kun.uz correspondent who attended the hearing, the court delivered its verdict against former Furqat district police chief Akmal Khojayev and his former deputy Jasur Rasulov. Both were found guilty and handed four-year prison terms. They were also barred from working in the internal affairs system for three years.
During the investigation and trial, the two former officials had remained at large. After the verdict was announced, they were taken into custody in the courtroom and transported to a temporary detention facility.
The Fergana regional courts’ Telegram channel also published details of the ruling.
According to the judgment issued by the Kuva district criminal court on 28 November 2025, A.Kh. (born in 1986, former head of the Furqat district police department) and J.R. (born in 1991, former first deputy head of the same department) were found guilty of offences under several articles of the Criminal Code, including Article 141-3 (part 2, subparagraph “b”), Article 142, Article 206 (part 1), Article 230-2 (part 1) and Article 234 (part 1).
Each defendant received a four-year prison sentence, with an additional three-year ban on holding positions of responsibility or working in roles involving material accountability within the Ministry of Internal Affairs or state-run entities. The sentence will be served in a penal colony.
The court clarified to victims G.Q. and Q.A. that they retain the right to file civil claims for moral and other damages, provided they submit the necessary documentation.
The verdict may be appealed or challenged in cassation before the criminal panel of the Fergana regional court within the time limits established by law.
Additionally, the court issued a separate notice instructing the Fergana regional prosecutor’s office to consider initiating criminal proceedings against other individuals potentially implicated in the case.
Background: Case of the school principal and police officers
Kun.uz earlier reported on the incident involving school principal Gulirano Qosimova in Furqat district. She alleged that police officers beat her, tore her clothes, and filmed her in a naked state. The case drew widespread attention and was placed under parliamentary oversight. The Ombudsman later stated that four responsible officers of the Furqat district police had been exempted from criminal liability and called for a full and impartial investigation of all individuals involved.
In previous hearings, victim Qurbonali Abdurahmonov, former head of the district tax inspectorate, testified that police chief Akmal Khojayev once ordered him to procure 20 televisions a day for police officers. When he refused, Khojayev allegedly threatened to “show what it means to go against the police”.
At another hearing on 22 October, former police officers Gayrat Otaqulov and Yusuf Yoqubov did not appear despite being summoned as witnesses. As a result, defendants Khojayev and Rasulov refused to testify until the witnesses were questioned.
On 24 October, the court questioned Yusuf Yoqubov, an operative officer who took part in the so-called “special operation” during which the victim was allegedly stripped. Citing “state secrecy”, the court restricted media attendance during that session.
At the 7 November hearing, the judge expelled victim Qosimova from the courtroom for “procedural violations”, prompting her to post a video statement on social media accusing the judge of bias in favor of the former police officials. Following her allegations, the trial was reopened to the media from 12 November.
During the 25 November session, the testimonies of Khojayev and Rasulov were heard. The former district police chief insisted that the “special operation” had been lawful.
