Government outlines plan to transfer 40 percent of public services to private sector

The draft Uzbekistan – 2030 Strategy provides for increasing the share of electronic services to more than 90 percent, raising the number of composite and proactive services to 400, digitizing 25 million documents, and reducing service delivery times.

The draft Uzbekistan – 2030 Strategy sets out a comprehensive package of measures aimed at organizing convenient and efficient public services for the population, fully digitizing processes, and reducing excessive paperwork.

According to the draft, under Item 370, Uzbekistan aims to rank among the top 30 countries in the UN E-Government Development Index. In addition, Item 371 provides for increasing the share of public services delivered in electronic format to more than 90 percent.

To strengthen mechanisms for handling citizens’ appeals and public oversight, Item 372 provides for the 100 percent rollout of the “People’s Control” portal across all regions. Item 373 also sets the objective of increasing the share of services provided exclusively through the Unified Portal of Interactive Public Services to 50 percent.

Targets have also been defined for delivering public services in new formats. In particular, Item 374 envisages increasing the number of composite and proactive public services to at least 400.

In the area of digitalization, Item 375 sets the task of digitizing 25 million of the existing 40 million documents. At the same time, Item 376 provides for increasing the number of services connected to the unified platform of the Digital Government system to 700, ensuring a fully digital format for documents and institutional interactions.

To improve the quality and speed of service delivery, Item 377 provides for reducing the processing time for more than 100 public services by 50 percent. In addition, Item 378 envisages simplifying the procedures for delivering around 500 public services.

According to Item 379, the goal is to transfer 40 percent of public services to the private sector. As part of expanding services in the archival field, Item 380 defines an increase in the number of public services related to archives to 14.
