Household waste collection debts surpass 622 billion UZS
Nearly 212 billion UZS in charges for services not actually provided were canceled in the “Toza Makon” system.
In 2025, waste collection services under the unified billing system “Toza Makon” covered 87% of neighborhoods, the Agency for Waste Management reported. Press secretary Dilnoza Kamilova said the system tracked sanitation services in 8,105 neighborhood assemblies out of 9,452 registered nationwide. These areas are home to 23.9 million people, or 64% of Uzbekistan’s total population.
By the end of 2025, citizens had paid 1.304 trillion UZS for waste collection services, representing 90% of total billed amounts of 1.454 trillion UZS. Total outstanding debt, including previous years, reached 622.7 billion UZS.
Meanwhile, the system excluded 211.9 billion UZS in debt for services that were not actually provided.
The total number of subscribers in the billing system reached 7.3 million. Of these, 98.1% were registered using cadastral numbers and 91.6% using individual identification numbers (PINFL).
As of December 1, private investments in sanitation services totaled 386.5 billion UZS. Enterprises acquired 384 units of specialized equipment, 5,700 containers, 4 sorting complexes, and 16 waste processing units, while opening 33 new waste collection sites.
During the year, surveillance cameras were installed at 830 waste collection sites and on 714 trucks. Additionally, 95% of garbage trucks operating nationwide (3,230 out of 3,419) were equipped with GPS trackers to monitor their activity.
The average efficiency of sanitation enterprises across Uzbekistan reached 55.5%. Out of 113 organizations, 30 were classified as “green,” 57 as “yellow,” and 28 as “red.”
Fourteen enterprises have remained in the “red” category for six months. Of these, five are in Andijan, five in Kashkadarya, two in Fergana, and one each in Namangan and Surkhandarya regions.
From November 1, Tashkent introduced restrictions on electricity payments for households with outstanding waste collection debts. During the first week, around 25,100 people received notifications for debts totaling 2.24 billion UZS, of which 6,000 subscribers faced restrictions after a five-day period.
The new system began nationwide operation in December. At that time, 231,000 subscribers received debt notifications totaling 20.1 billion UZS from “Regional Electric Networks,” with 9.4 billion UZS paid within the first five days.
The restrictions apply only to debts for waste collection accumulated from July 1, 2025, and do not affect older arrears. Each month, by the 3rd, information on debtors is transferred from the Toza Makon system to HET Billing.
