President Mirziyoyev criticizes rude behavior of police officers amid surge in public complaints
President Shavkat Mirziyoyev has said that many citizens remain dissatisfied with the behavior of law enforcement officers and the quality of investigations, citing a large number of complaints submitted to the authorities.

The issue was raised during a meeting on Friday dedicated to improving the system for handling public appeals and conducting deeper analysis of public opinion.
According to data presented at the meeting, more than 148,000 appeals concerning matters within the jurisdiction of the Ministry of Internal Affairs were received in 2025.
A significant portion of these complaints relates to rude treatment by internal affairs officers and dissatisfaction with the quality of investigative work, the president noted.
Mirziyoyev instructed officials to take concrete measures to address the problem, particularly in areas where the number of complaints per 1,000 residents is the highest.
The president said responsible officials must travel to several districts and cities where complaints are most frequent in order to directly hear residents’ concerns.
These areas include Denov district, Urgut district, and the cities of Samarkand, Karshi, Namangan, Jizzakh, Fergana, and Chirchiq.
Authorities were instructed to organize training programs aimed at improving the professional skills and communication culture of prevention inspectors and investigators working in these locations.
The meeting also addressed complaints related to bureaucratic obstacles in obtaining birth certificates for children.
According to officials, 448 citizens contacted the authorities regarding difficulties in formalizing birth certificates for children who had not received the document for various reasons.
“These are parents who were forced to apply because birth certificates were required to enroll their children in kindergarten or school. How many others have not yet filed an application?” the president said.
The Ministry of Justice was tasked with developing a simpler solution to resolve the issue.
