Ismoilov was relieved of his previous post as head of the Main Department of Internal Affairs for Surkhandarya region following his appointment.

The personnel decision was announced at a video conference chaired by the Ministry of Internal Affairs and dedicated to implementing tasks set by the president on preventing offences, ensuring public safety and strengthening peace and security in communities.

The meeting was attended by officials from the Presidential Administration and the Cabinet of Ministers, as well as senior representatives of the Ministry of Internal Affairs, the National Guard, the Prosecutor General's Office and the Ministry of Emergency Situations. Regional and local leaders and officials responsible for public safety also took part.

Participants reviewed the implementation of tasks set out in relevant presidential decisions and instructions. Particular attention was paid to identifying at an early stage the factors contributing to offences, eliminating them and improving the effectiveness of preventive measures.

Officials were also instructed to strengthen targeted work with individuals considered at risk of committing offences, create a safer environment in neighborhoods and improve coordination among the agencies responsible for public safety. Measures were discussed to address identified shortcomings and strengthen implementation discipline.

Under the presidential decision, Ismoilov will be responsible for ensuring public safety, improving the system for preventing offences and strengthening efforts to prevent crime at an early stage. His new responsibilities also include accelerating the digitalization of the system, expanding cooperation between internal affairs bodies and other state agencies and public organizations, and introducing modern methods of maintaining public order.

The meeting also focused on security arrangements for events marking the 35th anniversary of Uzbekistan's independence.

Interior Minister Lieutenant General Aziz Toshpulatov said the responsibilities of each service must be clearly defined, with personnel and resources calculated and allocated in advance, while officials on the ground must maintain full control of the situation.

Comprehensive measures have been outlined to maintain public order, protect citizens, regulate vehicle and pedestrian traffic, prevent offences in crowded areas and avert potential emergencies at venues hosting the celebrations.

The video conference also reviewed the level of preparedness across the country. Officials were instructed to reassess security arrangements at every event venue, mobilize the necessary personnel and resources, assign responsible officers and address any shortcomings before the celebrations begin.

Special attention was also given to maintaining a safe environment around educational institutions to ensure that citizens can spend the holiday period peacefully and that children begin the new academic year in safe conditions.
