No license required for electric scooters – Traffic Department
The Road Traffic Safety Service has dismissed reports claiming that a driver’s license is now required to operate electric scooters, clarifying that such information is incorrect.

The service, which operates under the Interior Ministry’s Public Security Department, explained that the A1 category license applies specifically to mopeds and scooters. It does not extend to personal mobility devices (PMDs), such as electric scooters. This clarification follows a wave of confusion on social media regarding recent amendments to road traffic regulations.
Spokesperson Zoir Yuldoshev noted that the confusion likely stemmed from a Cabinet of Ministers resolution dated March 30. Under these new rules, an A1 license is indeed required for mopeds, scooters, and light motor vehicles with a top speed of up to 25 km/h, an engine capacity of up to 25 cubic centimeters, or a power output of up to 0.25 kilowatts. However, PMDs – defined as one– or multi-wheeled vehicles designed for individual movement using a motor – remain exempt from this licensing requirement.
While no license is needed, the authority urged users of electric scooters to adhere to existing safety rules. This includes utilizing bicycle lanes whenever available or keeping to the edge of the roadway.
Separately, the same resolution has reduced the validity period of vehicle registration certificates (technical passports) to five years. This change applies only to documents issued after April 1, 2026. Since January 1, Uzbekistan has recognized the A1 subcategory for moped and scooter operation; notably, attendance at a driving school is not mandatory to obtain this specific license, and holders of A, B, C, and D category licenses are also permitted to operate such vehicles.
