Andijan traffic officer accused of fraud, dismissed after complaints

An inspector with the Andijan regional traffic police, Bekzod Goyibnazarov, has been dismissed from his post following allegations that he defrauded multiple citizens in car sale transactions. The officer allegedly used his official position and uniform to gain the trust of his victims before engaging in fraudulent activity.

According to reports, the officer persuaded vehicle owners to hand over their cars on the promise of deferred payment. He then allegedly resold the vehicles but failed to transfer the proceeds to the original owners. It is further alleged that a portion of the misappropriated funds was lost through online gambling.

One victim, Abdulloh Nematov, stated that he agreed in October 2025 to sell his Gentra sedan to the officer for $8,500, with the payment due by December. More than seven months later, Nematov reported that he had received neither the money nor the vehicle. After filing a formal complaint, Nematov claimed the officer pressured him to withdraw it by promising monthly installments – a promise that was never fulfilled, as the officer eventually stopped responding to calls.

Another victim, Sherzod Kholdorov, reported a separate incident in which he paid $7,200 for a Captiva arranged by the officer. However, the vehicle was never legally transferred into Kholdorov's name, and he alleged the funds were misused for other purposes.

The regional police department confirmed that multiple complaints were filed against the officer in late 2025, which prompted an internal investigation. Goyibnazarov, who had been with the force since 2013, was officially dismissed on March 30, 2026, following a disciplinary review. The case highlights ongoing efforts to root out corruption and the abuse of authority within regional law enforcement agencies.
